Reason:

This is primarily a transfer of the list of pending tags on forum #270745 since the titular tag of that post has gotten the alias and implication it needed.

I also added some new suggestions, including an alias of horse_collar -> yoke since they appear to be the same thing, as well as pulling_leash/leash_tug -> leash_pull and viewer_holding_leash -> leashing_pov for the same reason.
