Warning when you upload DNP artists

When you upload a pic with a DNP artist tag, e621 automatically adds the avoid_posting tag (via an implication).

If a post has the avoid_posting tag (via an implicaton, obviously), it'd be nice if e621 didn't upload it right away. Instead, it should display a warning page, asking the user if they really want to upload the pic.

Q: Why not just refuse to upload the pic?
A: Because some artists aren't "completely" DNP.

Conditional Do Not Post:
- Jameless (only commissions are DNP)
- Jollyjack / Phillip M Jackson (Commercial work is DNP)
- MoodyFerret ("hardcore/weird/fetishy" stuff, everything else is fine)
- Nekomata_Neko (Neko-Maya is still ok to post)
- Tanidareal (only explicit artwork; safe/questionable still ok)
