Your lack of english, lack of spendable money and profile bio does make you seem like you might be minor. Because Splatoon and Undertale were released in 2015 and I wouldn't consider myself to be in childhood at age of 15-16 anymore.

Nobody is trying to be mean to you, but simply trying to show with slight humor what's wrong with your question. There aren't many who are willing to spend their free time on your ideas unless they match theirs. What that means is that you have to make spending their free time on you worthwhile and that's where money usually comes in. Of course you can look up on furaffinity and deviantart if there are artists who are willing to take requests as there is most certainly those simply needing the subjects to work on to improve themselves - but again, quality will be just that most likely.

You need to find artist that you like and watch them, they sometimes hold free art rafles.
