Because it's a photograph.

As Ratte said, it's a photo. e621 doesn't accept photos of art, only scans. The art itself is amazing, do you know if the artist has a scan of it somewhere? If you can find one, upload that.

That's quite funny, considering I remember admin saying photos are fine too as long as they are descent.

By "decent" they most certainly meant "looks like a scan".

That photo does not look even remotely like a scan. Obviously, there's the shadow, and there's the fact it was taken in not-the-brightest lighting, it's slightly blurred, has low detail and is somewhat grainy. It's very obviously taken with a low quality phone camera, and the low light worsens it even more because older and low quality phone cameras don't have OIS, large(ish) apertures and the advanced image processing of modern phones.

I guess, then, that the implication is that the photo is not decent. If I can tell something is a photo, I will delete it.
