Because those feminine boys are drawn to look like regular girls instead of feminine boys. Blame the artists that think taking a petite woman and slapping a dick on it means it's now a feminine boy.

Back about ten years ago when the site decided on tag what you see not what you know.
Characters are only tagged based on what is visible in that specific image. Other images, canonical lore and anything else not present in the image is not relevant for tagging of character sex.
