You can get it pretty cheap through their Adobe Creative Cloud Photography plan

GIMP is a free program, and while it may have a slightly more confusing GUI compared to the paid programs, it can do most of the same stuff they can.
It does, however, lack layer folders, so if you want to turn a group of layers invisible you have to do it one by one.

Gimp has folders now (groups). Still no layer blend effects, but they can be done with other tools if necessary.

Now if they'd just get rid of the stupid thumbnail/tab bar when you only have one file open...

By the other comments the account has posted it may be the case that it's just a russian guy, but if I didn't know any better I'd just say it's a really advanced AI trying to learn how furries make art
