It's tagged like this a lot, but should it be? If one off-screen character locks another character into bondage and ties a sex toy into them, that's really not masturbation unless the bound character grinds into it. Where is the boundary of "the character is actively pleasuring themselves" instead of just being along for the ride.

There is already the Mutual masturbation tag. But that is only used for pics where both stimulate each other.

I'm sure there's plenty of gray area, but here's my simplified opinion:

• If the sex toy is being actively administered by a partner, use toying_partner.

• If a submissive character is using a sex toy, even if it's only passively such as a butt_plug, it's still masturbation.

• But if a submissive character is bound and has a sex toy strapped to them, etc., then just tag the sex toy and bound. Do not tag masturbation.
