you cannot cancel it, but a staff member can resolve it and not give a record to the commenter. it's usually obvious when a comment is accidentally reported.
This happens so often they've even got a boilerplate response for it
Maybe we can have a dropdown bar for reasons of complaint and force the user to choose between common CoC violations, since the "Submit Complaint" button seems to be often overlooked.

This exists for posts and it does not deter bad reports
