Cuz it's not explicitly stated in the Howto:Comment and I'd rather not just start making shit up.
The last time I was allowed to make shit up, Carolina became two separate states.

It's not allowed if it's in a creepy/sexual context, even though the pony RPing can make people feel just as uncomfortable.

We do not in general allow sexual-creepy comments, and tend to frown upon them when they are posted, nor do we allow extremely long "Roleplays" in the comments, usually a quick back and forth is ignored, but if its 500 pages long its gonna get you hurt. Small things done for fun are usually ignored.
