I believe this would be quite a costly process as I can only presume there aren't any towns already with a large enough group of people who loves spanking that you could actually buy out the haters, even then it would not be easy as many would probably not want to leave. Essentially you will have to create a new town, and if you don't want to live in huts or tents will take some serious urban planning and many millions of USD: How are you going to get food and water and all kinds of day to day supplies? What about electricity, sanitation, transportation and infrastructure? And that's just the tip of the iceberg... Oh I almost forgot about spankhouses, gotta have those, will probably need quite a bit of sound proofing too, don't want the neighbors to hear you getting spanked, or maybe you do?
