Yes, you can blacklist them as user:username then ticking the "apply blacklisted users" checkbox on the bottom of blacklist.

No, but most of what I've seen when it comes to people blacklisting is they're complaining "I once saw a scat picture and it gave me a heart attack so I blacklisted it."

I think it's safe to assume people who blacklist tend to be more easily offended bunch.

I don't think it's safe to assume that at all.

Take me for instance. I have a reasonably restrictive blacklist, but I would say I am generally fairly difficult to offend. I simply blacklist things that aren't relevant to my interests so that when searching for pictures I generally find stuff I like rather than stuff I don't like.

Do you have any actual evidence to suggest that that's not the norm for blacklisting, rather than people being offended?

I'm one of those people who enjoys arguing on the internet. That's not something I'm proud of, so I blacklist stuff that I'd probably argue about as a way to keep myself from wasting time on pointless arguments. Oh, and from getting banned, too.

We actually can only read them if they are reported through a ticket, or if they have been sent to another admin (so that any admin can link any dmail they Sent/received to the other admins for easier review).

Yes there is just fill in the check box Apply "blacklisted users to forum posts, comments, Dmails, and blips"

Pure conjecture on my part right now, but I would think it has something to do with, they aren't around anymore so the issue should reasonably be dropped and the drama isn't even relevant anymore, you're talking behind their back, and they have no way to respond or defend themselves (being banned). The idea that "they deserve it" isn't a very good attitude.

Again, I don't actually know, so don't take my word on this, but I feel like those are valid reasons anyway.
