I have a few questions on Artist and/or Character Owners requesting Takedowns:

1) Aside from "I want "so and so" off this site", what other basis is there besides that, assuming there is more to that.

2) Are requests ever denied? If so what are the reasons for that?

It's just that after uploading a comic that was over 100 pages, and it being taken down, and then a recent picture i uploaded a very long time ago being taken down on request of the character owner, i want to know more.

This also comes from someone on FA, who i've been uploading a lot since their character was pretty much non-existant on here, is displeased of my posting (i've talked to them on FA, not sure if they've actually done anything), if i read what they said right, that kind of comes from someone (or multiple people) on Tumblr stealing their art or what-not, mostly because of not giving credit.

currently my upload limit is 4, and it has not gone up at all since NMNY raised it from -11 to 5, and honestly if i get sweeped again im giving up completely.

Also i'm not sure if im getting the right vibe, but i think some people on FA don't know how e621 works, because they said they don't want their art posted without giving credit (even though the artist and character tags are usually there along with 1 or more sources), so im thinking that maybe before an artist or character owner request a takedown they should know about these things? since it seems they only come on e621 to request a take down and nothing else?

People that own the art (or character that are in the art) are allowed to request a takedown for any reason they like.
They don't even have to give us a reason, we just ask for one on the form so we have something on file and may be able to negotiate them out of it, if it sounds plausible.

We only deny take downs if they are not requested by either artist, character owner, or commissioner, or if they fail to prove that the art in question belongs them.

You're free to try and educate them but it's not required that they know how our page works for them to request their art to be removed.

Full disclosure: I am not a artist or character owner(or at least not known)

If I understand question 1 correctly, There could be a variety of reasons I could think of:

  • Banned from e621(I've witnessed this myself)
  • Loss of traffic/ad revenue(If they own their own site)
  • Preference for full control over art(Including tags, character names, etc)
  • Issues with TWYS(IMO I find the rule a bit irritating, but rules are rules ¯\_(ツ)_/¯), such as a herm getting tagged dickgirl or female.
  • Commercial content
  • Shit-tier edits(or edits in general, it's disrespectful to the character owner and artist).
  • Negative votes/views on specific fetishes
  • Likes to stay obscure

As for removal requests being denied, by law e621 MUST remove copyrighted content if they are requested to, but ONLY by the owner. They may(If I recall the law correctly) temporarily deny removal until proper evidence that it is the actual copyright holder requesting the removal but other than that, they cannot say no.

It is largely culture. Sometimes they legitimately don't understand how e621 works, sometimes they don't like the website itself (due to a past experience/word of mouth), but sometimes they just prefer to have control over where things go. Consider that you can't find FA images on google, keeping most of the content posted there from spreading to other websites (their search system being kind of unreliable almost works in their favor here).

FA has kind of an isolated culture and along with it comes written/unwritten rules and social customs that go along with it. For instance, the ones uploading art to FA are almost always artists, commissioners/gift receivers. Someone that uploads art other than these people probably means the uploader is trying to claim the rights to the art. For better or worse, this is a completely different system from ours, a system where the uploader isn't assumed to have anything to do with the art other than finding it.

"This is my boyfriend's character that so-and-so commisioned from [artist name], they had no right to post it." is probably the most common that I've seen as far as rejections go.

You can't always predict when someone is going to do a takedown. You can ask the artist (minimally) and if you want to go one step further try to figure out who the commissioner/character owner is and ask them, but despite all of your efforts there will always be some takedowns that seem to come out of nowhere.

Generally speaking, if we see that you made a good faith effort and didn't do anything to provoke a takedown (or other takedowns), we are more likely to be lenient on your upload limit. Just note that the site calculates the limit automatically, so you need to let us know before anything can be done about it.

To keep the chances of takedowns/deletions to a bare minimum, acquire the permission from the artist(as well as acknowledge terms that you might want to follow) and always ask the commissioners and/or character owners whenever possible before reposting.

To go more in depth, check the profile wall/journals of said artists and commissioners to see whether they have stated anything on the redistribution of their works, most likely the ToS page for artists.

Permission is the key here for reposting, if you've checked the takedown page frequently, you will see that most of it is because of not asking for permission.
