I suppose they could also be considered "refusal to use blacklist" if the same person is posting it on several pictures in a way that indicates that they'd be better off blacklisting hyper_penis or something.
More on topic, as far as overly-repeated jokes go, I'd say that the various jokes that accompany fire type Pokemon are probably the most commonly repeated. But I don't think banning overused jokes is really that great of a way to go - chances are each user is making that joke only a couple of times before they get bored of it themselves, so such a rule would only serve as a newbie trap.

The thing is that I will not give someone a record over a joke. That is a waste of everyone's time.
There are some things you may just need to deal with. I don't like the idea of this kind of censorship just because someone finds it annoying.

Those comments don't make sense to start with. Everyone knows there are no organs in the furry world, everyone has a black hole inside them and orifices consist of super elastic.
But in all seriousness, there are a lot worse comments it there. Some examples of what I've seen:
"I wish it was a girl/guy"
"I want to be x"
"Would be a lot better without the penis"
Or endless arguing over "its a guy" "no its a girl" "obvly a cboy" "nope its a femboy"
Just do what I do, down vote and move on, eventually it will go below the down vote threshold.

Repeatedly commenting the same catchphrases/jokes on images in great numbers is considered spam, regardless of anything.
The code of conduct states it too.
I blacklisted someone who is continuously posting the same unfunny joke on multiple images, but not that much for it to be considered spam.

I have little respect for thin-skinned artists that nuke posts. Nuking art (even porn) for any reason is similar to deleting Wikipedia entries or burning books. It penalizes anybody who enjoyed the work, and could lead to it becoming lost forever, even after the copyright expires.
I am glad you are not one of those artists, but there have been several in the past year.

Criticism should be constructive and never malicious IMHO, as people benefit from (brutally) honest feedback and criticisms. Of course being angry never helps. Different sites do have different cultures though. I think it's important to recognize that e621 is an archival site -- not a link-finding site like Reddit or a gallery like FA/DA/IB/... or a critique-focused site like ConceptArt or Pixelation.
Commenting with critique (in a constructive and not self-righteous way) may add something to a post's archival value, but only if it results in a publicly viewable dialog with the artist. Otherwise, even constructive critique is pretty much noise.
(similarly, commenting on how the post relates to your personal preferences, or stating the obvious -- IMO this is the kind of case OP is talking about -- don't add archival value.)
