This image features Icee, a character which had all her images taken down by her owner some time ago. However, the linked image still exists, but I do not know if this was uploaded after the takedown or before. Either way, I think she should probably be added to the DNP list, since she is not already there. What exactly are the rules on this?

Rules: there is no correct FFD option, so go find the takedown request, message an admin, send it to them with the character post, and they can both delete and make a DNP involving her character (if applicable).

NotMeNotYou and Ratte are both usually online and frequently get online, so they are the best to message.

Characters do not get DNP status, and any takedown removes all art that is requested to be removed. If something new shows up they will have to request a new takedown.

And before anyone says: I used recent pertinent knowledge because someone used _(character) to avoid the takedown back then. I'll go back to sulking in my corner...

I'm assuming that'd be a headache to actually put into practice.
Artists are easy to tag because their art is recognizable, and often has a signature on it - While characters often look like other characters, have odd, long names; And might not even be mentioned on the original submission. Adding characters to the DNP list wouldn't do much good due to how hard it would be to enforce.

It'd only really work for "famous" fandom characters like artica and that fox with glasses that takes huge dongs up his butthole.

As Peekaboo said, it's practically unenforceable. Characters change appearances, get sold, change names, are drawn differently by different artists, and last but not least while the amount of artists is rather limited, but how many people have a dozen characters and more?
