In a technical sense?

  • On E621, files with the same md5 count as duplicates.
  • If you're searching using iqdb.harry.lu, resizes may be considered as duplicates (but not flips or rotates)

In a 'is it legit to flag this' sense? I think so in this case. In cases where there isn't a resolution difference in addition to the transformation, it would be more questionable.

Absolutely, flipped posts should be flagged as dupes. Same goes for crops, etc.

You know, I don't think the extra exclamation and question marks were necessary. Anyways, setting your avatar is as easy hitting the button "set as avatar" and confirming your choice on the far left side (under Options:) of the post.
