I know how to favourite a certain picture, flash, etc. but is it possible to favourite an artist?

Like to add someone as a friend on Facebook or to watch someone on DeviantArt?

My Account -> Settings -> scroll down to 'Tag Subscriptions' and add the artist

This only works for Privileged accounts and higher.

Why would you need to? You can just do a tag search for the artist and see all their work.

It would be a way for non-privileged users to keep track of there favorite artists, but I suppose that is one of the benefits of the tag subscriptions.

It's one of those things that it could possibly make life easier, but I usually just stick with going to the artist page.

You can use rss reader to keep track on any tag combination.

For example http://e621.net/post/atom?tags=shiuk
or http://e621.net/post/atom?tags=shiuk+-straight

This is a dream for someone who's practicing 'art appraisal'. Not having to mess around with a text file or something to keep an eye on artists that you're sure you recognize the artstyle of. Wouldn't be necessary for anyone else to see them, just the site keeping a list for easy access. Don't see why that's not already a feature.
