Not going by the tag use counts. :P The "-ah" spelling has 225 hits, "-a" only 28.
Though, really, I don't care all that much which spelling is used for the alias targeting, just so long as there's one standard usage.

+1 for either way. Savannah and savanna both appear to have usage in American English. -ah might be a little better because other countries use that spelling too.

Generally prefer the reverse sence the former is more common in use as the type of environment outside of e621 while the latter is more common as names for a number of cities particularly in the us. Note that Wikipedia also uses the American spelling primarily for the environment type.

Savanna is the American spelling but that doesn't fix anything for character names since both are common names.
But we'd have that problem either way so I'd have to favor the American spelling.
