I'm kind of leaning more towards disambiguation, since most of them are either motion_blur, motion_lines/action_lines with a few thrusting and animated and a few "action shots".

I'm thinking of aliasing it to animated, because that seems the most likely use of the tag

It seems to me like a textbook opportunity for disambiguation, like Chessax suggested.

I'm not sure how you deduced that, that's definitely not a good alias since you're gonna get 80% mistags doing that; only a small portion of the posts are actually animated. It might only result in a select few mistags in the grand total, but those are still mistags. In that case invalid_tag is a way better alias candidate.
