Reason:

Cleavage cutouts are part of the design.

-1. the top part is not necessarily present/visible in image (the lingerie set can still be recognized from the thigh highs and panties) and the titty hole is not necessarily visible in image (character turned around enough for the hole to be hidden or something covering the hole).

Then it shouldn't be tagged cat_lingerie if you can't see the features that make it anything more than just generic lingerie.

i literally just said that the lingerie set can be recognized from the unique panties and thigh highs. the titty hole is not the only recognizable feature of the set you know.

The thigh_highs look, from the external link on the wiki entry for CL, to be just generic stockings, not anything specific to the outfit.

As for the panties, given that the only place you can see the "ears" that make them unique is on front, how can the cutout not be seen? Doesn't work that way on any of the posts here with CL being worn.

the cat ears and the ribbons on sides are enough evidence for tagging it has cat lingerie based on the panties. and often the thigh highs have cat ears too. and also the way the top is fashioned is p unique and can be recognized (especially while combined with the panties and thighs with cat ears) without the actual boob hole being visible.

-1 per Mutisija's argument. It's entirely possible to show cat lingerie in an identifiable way without including cleavage_cutout.

I'll fix this manually but I have one question first: Does cleavage cutout also still apply to characters with no cleavage (such as crossdressing males)? I'd assume yes but I'd like to be completely sure first.

As long as we don't imply cleavage_cutout to breasts, then yes, it can apply to flat_chested as well.

I finally got around to cleaning this whole thing out, there's quite a few cases where no cleavage_cutout is shown so it's safe to say this one can be denied.
