Yes, we do. It is 'motion_blur'.

Since we are in this subject. We probably should imply 'blurred_background' to 'depth_of_field' and create a 'blurry_foreground' tag, which should be implied as well (partially related to a discussion at forum #223986).

Edit: There also is 'soft_focus' (blurred in the borders, clear in the center).
