Both of those softwares are mainly for photo editing and manipulation, you can still draw on them but I would imagine the experience not being the best.
Photoshop might have some more features, but it's also software that costs money, takes up much more resources from system and has lots of unnecessary features when drawing only.
SAI is the one heard pretty commonly and Krita is the one seems to be growing.

SAI is nice and simple. The UI is a bit dated but it's very easy to navigate and understand and it doesn't have a lot of useless bulk like other programs tend to contain. It's my preferred program.
Krita is supposedly pretty solid and gets regular updates. I keep meaning to mess with it, but forgetting to do so.
Paint.NET is more for photo editing, similar to Photoshop, but with significantly less useless crap you'll never use, which Photoshop has in spades. If you're just drawing you will use maybe 10-20% of everything Photoshop has.
Krita and Paint.NET are free, SAI is ~$60 or so.

I use Paint Tool SAI and Paint.NET usually. SAI costs money, but not the arm-and-leg money that Photoshop tends to run for. And of course Paint.NET is free.

I use GIMP and Inkscape. Both are free.

My absolute favorite program is OpenCanvas 1.1 (there are other versions but only 1.1 is free). It's very basic, I love how smooth the lines are and the way the coloring system works.
Once downloaded, you may have to go to the last option on the menu bar and switch it to English though. Sometimes it opens with Japanese as the default.
It does have some really cool features that I've never found elsewhere. With LogMeIn Hamachi you can set up group draw sessions so everyone works on the same picture (great for collaborations), and you can export any of your drawings as .wpe files that actually play back your image progress from start to finish.

I use Photoshop CC 2015. It works perfectly fine for me, considering people commonly point out all of its "unnecessary" features for drawing and making art. But I prefer it over others (for now) because the options and the functions are always there.

I remember Fire Alpaca being pretty decent but it's been a /long/ time since I used it.

In the purest sense, MyPaint is the best drawing program. MyPaint doesn't have that much in the way of editing, but it is a very nice drawing/painting experience, especially, it does not pull you out of the experience with hundreds of widgets to distract your attention.
I would recommend cycling through different ones periodically though, especially including the ones you dislike. Get stuck in a rut otherwise.
