Yeah I Know why, dos mugen is a outdated program
and it's fan made program,
there are windows versions of the program...
but you have to retype everything to add and convert it.

This is not a DOS game, but for Windows XP. Of course it won't run in dos box. Spin up a vm with XP or try the compatibility mode in 10, alternatively dual boot XP.

It doesn't work, especially on windows 10...
I'll just try to slowly convert it myself.

I don't know how to port menu or vs images,
just characters and stages

Well it also depends on which version of winmugen you're using. The current versio (1.x) is notorious for breaking old stuff irreparably.

Try the old randomselect no_limit_winmugen_patch 9.3.8 build

It should help get that running.

Trying to convert it to mugen 1.0

And heres a unfinish version

Only characters and stages are ported,
and I added some stages
from other Paws of Fury Genesis and Snes versions of the stages.

It's a mess as Mugen 1.0 files
sound, stages, and chars, folders/files are outside the data folder
example
"Brutal - Paws of Fury Remix Mugen1.0\sound"

as the old mugen "dos", "windows-xp"
had it inside the data folder
so yeah it's different...

If anyone can edit in the
menu title, character select, vs screen, images and music.
Be my guess.

You wont be able to, just outright you cant.

The way screenpacks work in 1.X is different entirely from winmugen so its not going to happen any time soon.

It is worth noting that I wasn't able to get this running on Ubuntu either with Wine or DOSemu.

Edit: Hell, I wasn't even able to get it open in DOSbox. This game sure is a fickle bitch.

Stop using DOS. It's not a DOS game.

I think the op has confused a lot of people due to mentioning that the original package was made for dosmugen and they wanted a conversion done.

Yeah I have to wait, or ask someone if they can make a screenpack for this.
I found a conversion tool "Dos2Win", as using the old stages files won't work
not if you use the program to convert them, and then it works on mugen 1.0.

and that how far I gotten

I don't use DOS. I hate anything Windows, but I thought that testing it out on Linux might be an alternative (like a virtuabox session of Lubuntu with one of the programs I tried)
