I assume DNP stands for Do Not Post...conditional meaning?

Conditional, as in it can be posted if certain conditions are met.

See the wiki entry: conditional_dnp. Though the up-to-date list is kept in avoid_posting nowadays.

TL;DR: Some artists are ok with posting some of their works, but not other works. Free/pay being a common division, likewise explicit/non-explicit.

Sometimes it's this site, not that one. Ie, Furaffinity, not Weasyl.

so what about art that you pay for, of your fursona, if the artist is on the DNP list, but you own the rights to the charecter portrayed, and paid for the comm, can you then post the picture/upload it, or is it still DNP?

Still DNP, unless you get a written permission from the artist.
And you should send the proof to NotMeNotYou first, before posting the art.

Merely saying something like 'posted with permission' in the comment won't suffice.

Legally speaking that would constitute a joint work, so in law you would have a strong claim to use and license the image as you saw fit.

However, e621's voluntary behavior is beyond the mandate of the law, and if they say the actual artist's rights take priority, that's how it goes.

Wrong. The artist retains all reproductive and distributive rights of commissioned works under US law, if you only own the character you can only license and distribute the character itself, not that particular commissioned drawing.
In order for the commissioner to obtain reproductive and distributive rights the artist either has to waive his rights, or sell them (or hand them over for free if they feel generous).
Commissioned work is not work for hire, this is a very important distinction under US law.

This is the more important part for our page, though. We have full rights to decide what gets displayed and what doesn't, and giving the artist the last word is simply easier.

It always puts conditional dnp under the artist tag. I kept thinking it was an artist.

It refers to the artist tag that accompanies the CDNP tag.

Conditional DNP is my artist handle. I am very prolific.
