Hmm I see you point, but mostly harpy fall into this category post #325222 I am guessing the reason it isn't tagged is because almost every feral bird falls into [2 legs and 2 winged arms] If they had arms unless your only thinking of anthro characters. But the question if the tag every existed! Maybe only once in 01/31/2011 from tag history.
