I used to draw dragons a whole lot as a kid, and I learned how by looking at pictures of dragons from movies and other artists.
Learning the characteristics of common dragons (Western vs Eastern, etc) helps a lot to go towards forming your dragon to have the features you want.
Looking at real life animals also helps. Learning the bone structure of birds, crocodiles, and lizards can help you get the proportions right.
Dragon skulls were my favorite to draw, and personally I liked a more canine skull (like Falkor the Luck Dragon). So I'd look at dog skulls to get mine to look the way I liked. Other people like different looking dragons!

If you had to pick one artist's style to assimilate, who would that be? This might help for suggesting books and other resources etc.

i look at the art of artists i like most, i analyze the drawings what makes me like them so much and i try to adapt the things i like about them into my own drawings (of course instead of just straight up copying, i try to make it my own). and then i just keep practicing.
oh and also i use real life animals as reference (usually stuff like muscles and bone structures). i just have to find photos of animals that are closest to what im aiming for.

for example here i used lions as reference for the leg and body muscles and body structure, horses for neck muscles and fish and snakes for scales. following real life references tends to create less broken results.

Bulldogs are a good base, increase the neck, add long thick tail, scales, reptile-ish head an add bat wings, job done.
