Being relatively new to this website, I'm not entirely sure how everything works. Given that I'm not able to upload from my PC at this time, my posts, which were lower in quality, were deleted. I'm now down from 10 uploads to 8. Is there a way to bring it back up to 10?

It will go up if you post images that don't end up being deleted. You can see the math in your "Upload Limit" on your profile page.

I'm curious what the "-2" is about, though. That looks like someone manually tweaked your upload limit. Usually it's 10 + ('accepted posts'/10) - ('deleted posts'/4).

Your upload limit isn't 8, it's still 10. You've had one post deleted, and two more flagged for deletion.

The flagged for deletion posts reduce your upload limit temporarily, until they have been dealt with, at which point they will be added to the number over the 4.

Basically, the upload limit works like this:

[upload base] + [accepted posts/10] - [deleted posts/4] - [pending / flagged posts] = [remaining uploads].

Upload base is usually 10, unless it has been manually tweaked.
Accepted posts are how you raise your upload limit. For every 10 good quality posts that don't get deleted, your upload limit will increase by 1.
Deleted posts are the other side of that coin, but even so you're only going to have to have 3/4 deleted posts if those two posts are deleted, meaning you will still have a 10 upload limit.
You have two flagged posts.
