I've come across two images on different sites (one being e621, of course), where the images are of the same size and the drawings are very, very similar, if it weren't because one of them looks like a lower quality trace of the other.

When trying to flag it, I can't see a place or something to put a link to the image I suspect is being traced.

Am I doing something wrong?

just flag it for being a trace and add link in the comments

Does it still work if the traced image is from rule34 and has no artist attached?
I can't even get the artist of the image with a reverse search

it works. if it actually is a trace i mean. because trace is always trace no matter what the source is
