your upload limit boosts depending on how many of your submissions have been accepted and posted

for example right now I can upload 194 things, while 30 other submissions are waiting for approval, as I've posted 2,000+ things in total

just keep posting regularly, it should go up. also certain privileged users have the limit removed as well

It's negative, as in, he can't post at all until a mod ups it.

exactly; as of now he's gotta be patient and wait for acceptance/decline.

tho i suppose if he's a content creator he could ask to be a contributor? i am unsure of that however, not to certain on how contributor status works or is attained, but I assume it's for artists who post their content directly here

Except when your limit is negative three, that means they cannot upload anything.

If someone wants to know the why this is, deletion reasons for their deleted stuff should give some image of the situation already even if you can't see the ms paint self insert edits and pony generator screencaps they uploaded. For some reason they themselves are unable to figure this out and thus made this forum thread.

There's nothing to accept or deny, the manual amount has been decreased on purpose. Don't even joke about giving this guy a contributor status.

ohhh i see. didnt check his actual upload history, that explains a lot. didnt know your upload limit could be in the negatives either, my bad

i believe the kind janitor here is saying, in a roundabout way, you've been banned from posting any more images. this doesn't happen often, as the base upload limit is ten instead of your current zero, but it could be because of your having fifteen deleted posts in a row.

now knowing the context to this, what I'd suggest to OP to do is to practice drawing, and come back once you've practiced a bit. share your new artwork to the mods or forums for critique and feedback and, maybe when you've improved, the mods will let you post again? that's the only real advice I have for this situation

Considering your upload limit appears to have been manually nuked, I don't see that happening.
