That's actually Sean Chiplock (sonicmega) himself. (Voice actor for video game characters, such as Revali from Breath of the Wild) He's brought the cosplay to a few conventions.

huh, that's nice. I thought the person I was referencing was the cosplayer, but they were the suit maker.
