You don't. Unless it is a reason that is given, don't flag it.
If the post needs administrative attention(eg: to settle tag wars, or if the post contains something other than the image such as a embedded zip file), use the report post option instead.

you are still not supposed to flag it. its up to admins to decide what belongs and what doesnt.

If it's approved and you still have your doubts, you can always politely bring it up with an admin later-- mistakes do happen, after all.

...Just keep in mind that in that case, you're drawing the actions of someone into doubt. :) So be nice about it!
