Bug overview description
When clicking "Respond" button on a comment, emojis are turned into unintelligible squares. This probably means that any character outside BMP can't be quoted.
Tested by me in Firefox. Tested by other users in various browsers when they quoted my messages.

Forum posts. Probably all comments on the site.

Click "Respond" on this post. ๐
What is the expected behavior?
The emoji ๐ (U+1F642 Slightly Smiling Face) is quoted.
What actual behavior is given instead?
The character ๏ (U+F642 Private Use Codepoint) is quoted instead.
