It has been far past two years and wondering if we could get a fix on this perhaps.

They must not have updated what the automated message tells you, yet...But a couple months back, there was an update to the payed content rule. It's no longer allowed at all, no matter how old it is.

This is correct. See [Rule Change] All paid content is now DNP forever.

Summary is: Unless the artist is making/had made money off of a image, it is DNP until they post it to a public gallery(and it wasn't a mistake).

Well, the main problem here isn't so much that the page was paid content, Scappo also has condition that content that isn't available from their free accounts is deleted which included paid material regardless of what sites rules were.

Problem seems to be that they released the page for free but our dublicate detection prevented it from being uploaded. I have now restored that page and put it in the pool.
