Requested feature overview description:
Currently, it's possible to change and lock ratings from the post index. But to unlock them, you need to go to each post and manually unlock them.

Why would it be useful?
Changes to the rating rules. There's some old locked posts that need to be updated to fit the new rules. ticket #37085 was one example of such, but there's a whole lot more under scat ratinglocked:true -rating:explicit and similar searches. And manual editing is time-consuming.
