Reason:

open_pants tagged posts should always have pants present. The same thing should probably be done for the other open clothing tags:

Yeah, a bunch of these haven't been hooked up to their sensible implications yet. The open_[clothing] tags generally fit partially_clothed too, but perhaps not always open_coat, open_jacket, and open_vest. Open_robe is arguably always partially_clothed (post #1307372?), at least given what I see from open_robe -partially_clothed.

I believe these are all the major clothing tag schemes, most missing sensible implications:

*_down

Should all be partially_clothed.

*_around_one_leg
*_aside

Should all be partially_clothed, except loincloth_aside which fails as designed.

*_pull

I'm not sure any of these are always partially_clothed because the degree of the [clothing]_pull varies from subtle (probably not) to significant (yes).

*_lift

Same as [clothing]_pull.

raised_*

Fits the idea of partially_clothed. Btw, [clothing]_lift is a current act whereas raised_[clothing] is the result of an act (or gravity) and the tag ideas should not overlap.

exposed_breasts and one_breast_out should also implicate partially_clothed.

Everything here that shouldn't implicate partially_clothed should instead implicate clothed.

My mistake, it looks like the leg section in tag_group:clothes where I drew that from is wrong. I have changed the related implications to reflect the new information and also made an entry for bottomwear. I'm still down with the first suggestion, however.
