I uploaded like, 3-4 pics of pixel art, some of them gifs. They got deleted for "artificial upscaling". If i didn't upscale it, it'd be microscopic! Is it not allowed to have pixel art that isn't tiny?

That does sound a bit odd. Do you have any links to the pieces that were deleted? I've uploaded pixel art for years and never had that sort of issue

It all really depends on a variety of factors, usually quality reasons. IMHO your piece needs a little bit of work and touching up; it's cute, but is just barely under the quality standard threshold. That's just me personally, you can always directly PM the mod who deleted your work

Those were deleted because those were upscaled using non-integrer ~10 times, so the base animation was ~48 pixels. Upscaling in general is not allowed here, but with pixel animations, upscaling with integrer and 2-5x is allright as that keeps the content intact and visible with modern resolutions.
However then those posts also have like ~14 pixel borders so the actual artwork is more like ~20 pixels in size. Guidelines have hard limit of 200px minimum for a reason and simply upscaling tens of times just to go over that limit will not save your uploads from that.
To top this all off, GIF animation has visible what I assume to be video artifacting, so there's more technical issues somewhere in workflow and artistically the animations themselves are amateur looking.
