Reason:

Incredibly specific tag, remedied by dark_skin human. Might be best to alias this to either dark skin or human, but an alias to dark skin would probably be better if the dark skinned character happened to be a humanoid mistagged as human or something.

Nope. Even if one tag was aliased to two, once the first alias changes the original tag, it won't be there for the second one. It's always tag1 -> tag2.

Nah it isn't possible

Anyways, my reasoning for aliasing to dark skin rather than human is because an often and common mistake I've seen is humanoids being tagged as human, which would make the alias to human for this tag a possible issue. Therefore, aliasing it to the base dark skin tag would apply regardless of the species of the character.
