It was made by a banned troll account. Interestingly, the account was banned 5 years ago, but the set was last updated 2 months ago. I think banned accounts can still update sets they own. Even 5 years after they got banned, looks like they're still trying to troll from that account (unless they actually just like that stuff), lol

I'm not sure what happened to Reaper, Unsure if he's still around or not, since his last banned account was banned 3 years ago.

Names are first come first serve, even if they are banned.

HOWEVER, I will look into sets being edited by banned members. That does not seem to be the intended behavior.

You can make another set, just with a different sort name.
