Mob mentality. Most people probably don't actually dislike the comments enough to downvote it without an extra incentive, but seeing it already downvoted is incentive enough, so all you need is that one person who does feel it needs to be downvoted and it becomes a sinkhole.

A like or dislike effects literally nothing. My comments get disliked all the time, I just don't care. If someone wants to like or dislike a comment they can.
