They're the same character, sulong is just another form Carrot can take. People searching for Carrot will want to see both sulong and normal form.

afaik different forms of same character are kept separate so people could search images with both forms without super complex tag combinations

That's a little less significant for actual characters compared to things like Pokemon, because tags like square_crossover and selfcest exist for characters. You could typically find Carrot and Sulong Carrot by searching sulong_carrot square_crossover which is no more complicated than searching both form tags, but this wouldn't work for, say, Sceptile and Mega Sceptile.
I'm not sure what the ruling here will be - mods might go either way - but I think this is worth considering.
