Sets aren't truly public, we'd have to have janitors that manually review posts and add them, whereas the tag can be added by anyone.

I don't suppose the admins would be willing to make an exemption from the rule for pools and put them in there either?

Pools would show up at the top of the tag list for every single post inside the pool, which would further highlight what was previously mere single tag, leading to users trying to be funny in comments just to be able to add the post into pool.

Also pools are in sequential changeable order which would most likely lead into fights with ordering of the posts inside the pool, artists and such trying to promote their own posts being first ones.

Also if we were to make exception to the pools usage guidelines, wouldn't it be much easier to make exception to tagging guidelines and simply use tag which doesn't have these problems that pool has?

We do also have tags like story at source which is as loosely connected to the image as comments are.
We do also have similarly subjective tags in use like misleading thumbnail where if it's not objective thing like fully black thumbnail, then it is up to individuals to see if they were mislead by the thumbnail or not.

I like to think that the artist including text as part of the presentation of their art is slightly different than somebody saying "penis" in the comments. Just a bit.
