Honestly it makes no sense to me either. :P But I think that's been a Privileged perk ever since the site's creation (meaning it came from the original danbooru code).

The last time we gave a Privileged account to a new user was a couple of years ago (to my knowledge). It was back whenever we had that bug with the blacklist that would cause your account to become completely inaccessible if you had too many tags in your blacklist. I ended up giving a few people Privileged level accounts because they were having to make entirely new accounts and it was taking the devs a long time to get the issue sorted.

That was exactly what I said to Char when I first took over. We should probably just remove that bit because it means nothing to us.
