Huh. You would have thought that legendary_pokémon would imply pokémon, but that's not how it seems to work. Instead, each legendary Pokemon species name implies pokémon and legendary_pokémon directly.

Sincerely, I am quite surprised to see a pokémon of the IV generation without that implication, this makes me wonder how many pokémon species are in the same situation.

Shaymin is currently implicated to legendary_pokémon. If we implicate legendary_pokémon to pokémon, every pokemon implicated to legendary_pokémon would get the pokémon tag and we could remove about 50 * -> pokémon implications without losing any functionality.
Currently implicated to legendary_pokémon:
uxie, registeel, latias, latios, regigigas, mewtwo, rayquaza, mesprit, moltres, groudon, jirachi, azelf, giratina, cresselia, cobalion, hoopa, diancie, volcanion, xerneas, zygarde, yveltal, meloetta, genesect, thundurus, kyurem, zekrom, reshiram, landorus, tornadus, virizion, terrakion, victini, shaymin, darkrai, manaphy, phione, heatran, palkia, dialga, deoxys, kyogre, regice, regirock, celebi, ho-oh, lugia, suicune, entei, raikou, mew, zapdos, articuno, hoopa_(unbound), arceus.

I think it would be safer if every pokémon species imply "pokémon" directly.

Yeah, that's the easiest fix.
From what I remember, the main reason it hasn't been done yet is because the legendary_pokémon tag is an arbitrary grouping.
Nintendo actually groups those into two separate categories: legendary and mythical. Whereas fans generally just call of them legendaries.
