... you can't imply tags to ratings. And even if possible it wouldn't even work if, say, the underboob imagery also has sex (which is rated explicit); this would force the correct rating to not be rated.

There is so many things wrong with this:
1. No, you cannot imply to rating
2. No, you cannot cherrypick what specific situations the implication would do the implying thing in. It's either implied or not.
3. Under boob images can be explicit. An image full of dicks is explicit even if you stick a lady with visible under boob on it.
4. Under boob can also apply on safe images if it's presented in not particularly sexualized manner.
5. Underboob tag doesn't even exist. It has been aliased away to under_boob
