Most definitely closer to the latter, not former. It's not hard to imagine at all, it's the thought, "How do you tag this?" that I go, "Nope. Too weird for me. I'll check tags and see if theres anything about penis kissing or something, else tag it frottage, if someone disagrees they'll change the tag, but I'm not putting more thought than that into tagging this". Penis_kiss itself is out since that's only when someone is kissing a penis, after all.

frottage should not imply sex, because most all types of two penises touching seem to be aliased into frottage, even if there is no sex taking place. Even two characters spooning, with the other one's penis protruding between the other one's legs and laying alonside the other penis.

Frottage is rubbing two penises together, not merely touching two penises. E6's wiki for frottage says this, and it's also echoed by external sources (interestingly, they say it's rubbing against a person or object for sexual gratification, not necessarily penis-to-penis; though in either case, rubbing is part of it even in its non-sexual meaning). In which case, -1 for this alias, and the implication to sex is correct.

I'm also questioning the aliases cock_on_cock, penis_fencing, and cock_fencing, unless these are commonly used for frottage in particular, rather than just being touching penises.

I just created penis_on_penis, which likens the hand_on_* tags. (tag_group:touching)

I think this the structure should be:

Aliases:

touching_penises, cock_on_cock, penis_fencing, and cock_fencing => penis_on_penis

frot, frotting => frottage

Implications:

frottage -> penis_on_penis

frottage -> sex
