Not sure how many of those are valid.

The old policy is that if there's too many to count at a glance, it should simply be tagged as multi_*.

Which can be seen in tag groups such as solo/duo/group: any post with more than two characters is tagged as a 'group'. Which is simple compared to counting and tagging the exact number of characters. Body part counts should be kept to the same level of simplicity.

Several of the suggested implications have other problems. 4_legs overlaps with quadruped, which is not automatically multi_leg. Then there's 2_penises, which overlaps with diphallism.

4_penises, or just multi_penis. Four might still be reasonable, but at some point it becomes too silly to try to count the exact number. Even four is not currently in use, as you can see from the lack of posts), and anything more than that gets increasingly absurd as a tag. 8_penises, 63_penises, 753_penises...
