Everything is permitted as long as it doesn't break any other big rules like harassment or insulting others.
The only other restriction is that the information presented should come from an official source and isn't "inventing" anything new. Meaning if either the commissioner or artist supplied a story it's fine to add, if someone unrelated writes fan fiction about the image it's not allowed to be in there.

Thanks I was just going to copy descriptions and names of characters into it. Wonder if I'm falsely remembering reading rules.

Yeah, those things are perfectly fine.
Be sure to also add character tags if you're already there to add them into the description. They're easier to search for in the tags field.

Now that I think about it do you always tag a character if you find the name or does it need to meet some threshold like 10 instances?

If you know the character then you should tag it, even if it's the only post with that character.
Character names should be character_name_(owner_name) or just the character's name if it's particularly unique.

And for further advice: if this is the first time the character is gonna be tagged, you can use character:character_name to automagically add it to the character field. Otherwise, you'll want to go to the tags page and change the tag type manually, if needed. Simply insert the character's name into the search field, click the edit button, and edit the tag type to character tag.
