Topic: Are necro-ing old threads publishable by ban on this site?

It's pretty much forum etiquette that it's considered bad taste to bump a very old thread with certain exceptions.

For example, this thread from 4 years ago just got bumped recently and remarked that, to paraphrase, "they should have read the sticky. :/"

Is there a protocol against necro-bumping? I know that some websites outright ban users for that. TvTropes somewhat suspend users for serial necro-bumping except for the page for trope proposals called TLP.

I came across that thread too, but you are blaming the necro on incorrect user. That remark was posted in response to someone asking

Can someone please help me, I got my art randomly deleted for not being good enough

only few minutes before the one you quoted.

I've seen people get neutral records for bumping years-old threads for no real reason, but that's still rare.

Instead of a public thread, wouldn't it have been better to just report your complaint directly to admin and let them decide? Enforcement of the rules is not a democratic process.
