I've already seen so many people blatantly refuse to use it, and complaints about people not using it has been a problem for a while, so does it need to exist anymore? It's like a rich person's backup car. It can be handy in several occasions, but it's almost never intended to be used.

Those people are a noisy minority. Most people use the blacklist properly so they can happily ignore the shit they don't like.
