I have found myself fond of the ability to go post by post on a mobile phone, but the fact that sometimes I need to click next 4 times to see an actual post of my liking is somewhat annoying.

This isn't something of a high priority (maybe not even of mid priority), because you can always go back to search page.

Are you requesting that the behavior of the blacklist be changed so that any images tagged with something on yours don't even show up when you run a search?

....'cause that feature change has already been requested many times, and it continues to be denied. Because with the way the site is built, it would put too massive a strain on the site's servers without a complete overhaul of the site's coding. Everyone's browsing experience would slow to a crawl.

I didn't know many people requested this before...

But, I don't what I'm requesting is quite the same.

The blacklisted posts don't even show up on the search page on my mobile phone, but when you click on an image that wasn't blacklisted, and then press "next post", you might be presented a post with the Blacklisted icon.

i doubt it's feasible even with a 'complete overhaul'
since your blacklist can be up to 150000 characters, you could fit 30000 or so individual tags in there, grouped arbitrarily to apply AND/OR/NOT logic,
i can't imagine any database engine would be happy about all your search expressions now containing 30K extra terms

If you think about, the site already does the things I somewhat want, it doesn't show posts without tags I have searched and it flags posts with tags I blacklisted.

Couldn't the first option ("Don't show posts without these tags") be ported to the second ("Show but mask posts with these tags")?

It doesn't. Blacklist filtering is done on your machine, not on e621's end.
