Would the holding_breast tag apply if they were propping their breasts up with just their arms? Like post #2207875.

Nope. That post should be applied with tags crossed_arms and breast_rest, not holding_breast...

We do have a few *_on_own_*/*_in_own_* tags that are aliased to their respctive *_on_*/*_in_* equivalent, and we already imply breast_grab and breast_fondling to hand_on_breast, so I don't see why not, unless you start considering prehensile feet (like with post #811866) or something.
